About us 

At Modulr, our vision is a world where all businesses are powered by embedded payments. Modulr enables businesses, from SMEs to Enterprise, initially across the UK and Europe to efficiently pay-in, collect and disburse funds instantly via a range of payment schemes, accounts, and card products.   

We have created an industry-leading API platform with comprehensive online tools and access, to meet the demands of daily business payments. We have two routes to market. Our Core Business Payments product allows customers in any sector to connect to us and our expanding network of accounting and payroll platforms, including Sage, Xero, BrightPay and IRIS to automate payments. Our Vertical Solutions targets a growing range of industry verticals which directly connect their IT platforms to our APIs and webhooks. We solve complex payment problems for hundreds of clients in a range of industries, including Travel, Lending, Wage Advance, and Investment & Wealth.   

We are deeply integrated into the payment eco-system. In the UK, we are direct participants of Faster Payments and Bacs. Modulr hold settlement accounts at the Bank of England. Our payment network connectivity includes CHAPS, Open Banking, SEPA, SWIFT and account issuance in multiple currencies. We are principal issuing members of Visa and Mastercard schemes across UK and Europe.   

Our regulatory permissions and governance structure are the foundations of our business. We are regulated and supervised as an Authorised Electronic Money Institution (AEMI) in the UK by the Financial Conduct Authority and in the Netherlands by De Nederlandsche Bank.   

Our founding team has a wealth of experience in the payments industry and growing successful businesses. Modulr is backed by the venture arms of payments giants PayPal and FIS, as well as growth investors Blenheim Chalcot, General Atlantic, Frog Capital and Highland Europe.   

Modulr now has over 400 employees spread globally across offices in London, Edinburgh, Amsterdam, and Mumbai.

Summary 

The Head of Group Risk & Control will play a pivotal role in shaping and executing Modulr’s enterprise-wide risk management strategy. The role will operate as a second line function, provide risk and compliance services on a group wide basis. This will include defining and implementing our new group operating model across our regions. Reporting to the Chief Operating Officer, this role leads the Group Risk function and is responsible for designing and embedding effective risk frameworks, governance, and reporting across all business units and group functions. The successful candidate will bring deep expertise in risk management, strong leadership capabilities, and a collaborative mindset to drive a consistent and pragmatic approach to risk across the organisation. 

Scope and Key Deliverables 

The Head of Group Risk & Control will lead a centralised team responsible for group-level risk frameworks, tools, and governance. The role spans strategic, operational, and regulatory responsibilities across Modulr’s UK, EU, and US businesses. 

Key Responsibilities 

  • Define and maintain the Group Risk Management Framework, policy framework, and governance standards. 
  • Lead the development and implementation of risk tools and group-wide reporting mechanisms. 
  • Provide oversight, advice, and challenge on principal risks managed at the group level. 
  • Deliver independent assurance of risk management and control effectiveness at the request of regional MDs or group function leaders supported by the designated MLROs in the specific regions 
  • Operate as a central point of coordination for risk governance and regulatory engagement. 
  • Build and lead a high-performing team with expertise in risk frameworks and principal risk domains. 
  • Partner with regional Risk and Compliance teams to ensure alignment and continuous improvement. 
  • Support the COO in ensuring the Group’s risk management approach is effective, scalable, and aligned with regulatory expectations. 
  • Act as a key contributor to governance forums and committees, including providing secretariat support to group subsidiaries. 

 

About you 

Key Skills and Experience we would love you to have 

  • Risk Management Expertise - Proven experience in designing and implementing enterprise risk frameworks in a regulated environment. Deep understanding of principal risk types including operational, conduct, financial crime, and third-party risk. Previous experiance in the payments industry with SME knowledge in safeguarding.  
  • Governance and Compliance - Strong knowledge of governance structures, regulatory engagement, and internal control frameworks. 
  • Strategic Leadership - Experience setting direction and priorities for risk management aligned with business goals. Ability to influence senior stakeholders and drive cross-functional collaboration. 
  • Operational Delivery - Demonstrated ability to deliver high-quality outcomes efficiently and at scale. Skilled in risk reporting, assurance, and continuous improvement. 
  • Team Development - Track record of building and developing high-performing teams. Committed to fostering a culture of accountability, learning, and excellence.
