CONTEXT

Since 2021, Purpose has co-facilitated an Islamic Climate Movement in Indonesia and co-founded the Muslims for Shared Action on Climate Impact (MOSAIC) alongside representatives from Nahdlatul Ulama (NU), Muhammadiyah, UGM, and Republika. After a successful congress to launch the movement in 2022, MOSAIC crafted a manifesto for islamic climate action which is a set of directive for climate action that can inspire Musim to drive the climate movement in Indonesia as well as a guidance for all the work done in the Islamic Climate Movement (ICM) program. ICM is now focusing its efforts on the following initiatives:

  • Developing pilot projects to showcase Islamic philanthropy as a solution for  climate finance through Sedekah Energi and Wakaf Hutan. 
  • Youth empowerment and capacity building program through Bengkel Hijrah Iklim (BHI)
  • Facilitating the development of a Just Energy Transition Fiqh that can serve as the backbone narrative to a just energy transition campaign. 
  • Public awareness digital campaign on climate change and its intersection with Islamic values through Umat untuk Semesta. 

We aim to promote our work to the government and influence policy making on the use of Islamic philanthropy for climate financing and on our just energy transition work. As such, we require a Government Relations Consultant to drive our government relations and policy advocacy efforts. 

 

ABOUT THE ROLE

The Government Affairs and Policy Advocacy Consultant will be a key player to support government relations and policy advocacy efforts. This role demands exceptional strength in government relationship management, policy analysis/research, and understanding of (or the ability to understand) regulatory frameworks related for just energy transitions, forest conservation, and climate finance. The ideal candidate will possess a deep understanding of legislative processes, exceptional communication skills, and a proven ability to build and maintain effective relationships with key stakeholders.

Reporting to Purpose Indonesia Country Director, the Government Relations and Policy Advocacy Consultant will focus on the following areas: a) government outreach by building and nurturing relationships with key government stakeholders; b) policy analysis and advocacy, including supporting the creation of policy briefs; and c) political intelligence by staying informed with current political trends and policy development.

  • Part-time, 3 working days per week or 0.6 FTE
  • Duration: 8 months [Sept 2024 - April 2025]
  • Preferred location: Jakarta, Indonesia (negotiable)
  • Working conditions: Remote
  • Travel expectations associated with the role: The position will require work across Indonesia, a good amount of travel (over 20%, and can be up to 40% during subnational election time) and collaboration with colleagues around the country.

KEY RESPONSIBILITIES:

The consultant will be responsible for conducting the following tasks in national and sub-national level:

Policy Analysis and Advocacy

  • Monitor relevant legislative and regulatory developments relevant to the organization’s interests.
  • Conduct thorough analysis of proposed policies, laws, and regulations to assess potential impacts on climate and climate finance.
  • Develop strategic advocacy plans and campaigns to influence policy outcomes in alignment with Mosaic objectives.
  • Prepare position papers, policy briefs, and other advocacy materials to articulate the Mosaic’s Islamic Climate Movement projects implementation.

Government Outreach and Relationship Building

  • Cultivate and maintain relationships with key government officials, agencies, and policymakers at national and selected sub-nationals.
  • Represent Purpose in meetings, hearings, and other forums to advocate for policy positions and address regulatory concerns.
  • Coordinate meetings, briefings, and events to engage policymakers and stakeholders on relevant legislative and regulatory matters.
  • Serve as a primary point of contact for government inquiries and requests for information.

Political Intelligence and Strategy Development

  • Stay informed about climate policy trends, developments, and key players impacting the key Mosaic’s projects especially Forest Waqf and Energy Sadaqah.
  • Conduct external analysis and intelligence gathering to inform strategic decision-making and advocacy efforts.
  • Develop proactive strategies and identify key moments for government engagement to advance the organization’s public policy objectives.
  • Provide strategic advice and recommendations to senior leadership based on political insights and analysis.

 

ABOUT YOU (COMPETENCIES / CAPABILITIES NEEDED FOR THE JOB)

  • Bachelor’s degree in Political Science, Public Policy, Law, International Relations, or a related field with 7+ years of experience or a master’s degree with 5+ years experience. 
  • Proven experience in government affairs, public affairs, lobbying, or a related field, ideally in climate-related fields like just energy transition, forestry, etc. 
  • Strong understanding of legislative processes, regulatory environments, and political landscapes.
  • Strong analytical skills to assess policy impacts. 
  • Excellent written and verbal communication skills both in English and Indonesian (ability to speak in local language is a plus), with the ability to craft compelling messages and influence diverse audiences.
  • Demonstrated ability to build and maintain effective relationships with government officials, policymakers, and industry stakeholders.
  • Strategic thinker with a proactive and results-oriented approach to problem-solving.
  • Ability to thrive in a fast-paced environment and manage multiple priorities effectively.
