Payoneer Europe Limited (PEL) is looking for a Head of AML/CTF, reporting directly to the Head of EU Risk & Compliance, to join an extremely fast-growing global Fintech business. The Head of AML/CTF is responsible for overseeing and managing the AML/CTF core functions for PEL. This position plays a pivotal role in ensuring global alignment and consistency in compliance practices, as well as providing guidance and leadership to the PEL governance framework and supporting teams.

What you’ll do:

 

The Head of AML/CTF manages the AML/CTF Compliance Programme for PEL’s operations in the EEA. The Head of AML/CTF is responsible for developing, implementing, administering, and maintaining all aspects of the AML & CTF Compliance Programme, ensuring a high level of compliance with laws and regulations, internal policies and procedures, and regulatory expectations. The Head of AML/CTF must be fully knowledgeable of all areas of AML/CTF Compliance, particularly laws, regulations, and best practices associated with a regulated EMI in Ireland. The Head of AML/CTF’s responsibilities include:

 

  • Serve as the Head of AML/CTF (PCF-52) for Payoneer Europe Limited
  • Lead the execution, evolution, and continuous improvement of the firm’s AML/CTF programme, driving industry standard best practices and risk-based approach to risk mitigation
  • Maintain applicable AML/CTF and risk related Policies and Procedures, ensuring Policies and Procedures are aligned with applicable laws and regulations and regulatory expectations
  • Build and maintain close working relationship with the Central Bank of Ireland and other regulators, where required, by acting as the central point of contact for all AML/CTF regulatory matters and overseeing recommendations implementation, if any
  • Manage AML/CTF internal and external audits and reviews, and implement any follow up actions, as applicable
  • Manage incoming and outgoing compliance and risk-related enquiries in connection to new or existing partnerships and vendor relationships
  • Utilise AML/CTF expertise to guide business and technology decision-making in line with local PEL regulations
  • Provide strategic AML/CTF guidance on new and existing products to ensure effective controls remain in place
  • Oversee AML/CTF outsourced functions and support the Payoneer Outsourcing programme
  • Partner with Leadership to drive remediation of exposures and significant control gaps
  • Oversee the annual AML/CTF business risk assessment
  • Establish and maintain PEL’s company-wide and compliance-specific AML/CTF training programme
  • Keep current on emerging risks, new or amended laws, regulations and regulatory guidance, clearly communicate with staff, senior management, and the company’s Board of Directors, and recommend programme improvements or enhancements

 

What we’re looking for:

  • Eligible to work/live in Ireland
  • 8+ years of experience in compliance at a payments company or global financial institution
  • Bachelor's degree in a related field, with professional certifications preferred
  • Experience in a PCF-52 role is desirable
  • Experience working with the CBI and other regulatory authorities and auditors preferred
  • Excellent communication and interpersonal skills to effectively liaise with internal and external stakeholders
  • Detail-oriented with the ability to analyse complex regulatory issues and propose solutions
  • Strong problem-solving and decision-making abilities
  • Adherence to high ethical standards and professional integrity
  • Ability to formulate strategic views on emerging regulatory policies, published industry artifacts, and risk/compliance industry solutions
  • Entrepreneurial drive with a can-do attitude
  • Occasional travel is required
