ABOUT THE ROLE

Purpose Brazil is looking for a Measurement, Evaluation & Learning Manager in a fixed term role to support Purpose Climate Lab and other local initiatives. This role will be tasked with collaborating with teams to  design, plan, and execute robust  monitoring and evaluation plans across multiple complex issue areas. This person will collaborate closely with the Purpose Climate Lab team, including training & upskilling, proactive problem solving at project and program level, and expanding our capability to understand our impact. 

The ideal candidate possesses a blend of research, data analysis and project management skills. They will understand the importance of articulating clear learning questions and designing strong monitoring and evaluation frameworks. They will have experience with a broad range of data collection methods, and will be skilled at processing data in order to surface meaningful insights. They can effectively support teams in designing campaigns, projects, and programs that inspire action and create systemic change through an evidence-based approach.

Candidates should be able to use program design and impact assessment strategies to ensure alignment between projects, teams, and stakeholders as part of the Impact Measurement & Learning team. In addition, they need to demonstrate a strong grasp of research design, analytical skills, attention to detail, and strong communication skills with both internal and external partners.

 

Role Details

This position is offered as a Freelance role with 20 hours per week of engagement and for the duration of 9 months. 

Project Specific Responsibilities

Research and Insights:

  • Desk Research: Identify a range of relevant literature sources and review these in order to ensure that campaign strategies are responsive to existing findings and build on emerging hypotheses
  • Research Design: Design clear research approaches and data collection tools 
  • Data Collection and Analysis: Manage a range of data collection methods to provide relevant insights to project teams 
  • Working with and managing vendors and contractors for data collection processes 
  • Strategic Support: Use data analysis and research skills to identify actionable insights that inform campaign strategies
  • Narrative Analysis: Analyse public narratives and discourse trends using social listening, identifying key themes and potential impact opportunities.

Developing Monitoring, Evaluation and Learning plans:

  • Theory of change and Logframe development: Build and operationalize comprehensive measurement frameworks, ensuring clear definition of impact goals, outcomes, outputs and their corresponding indicators 
  • Monitoring Tools: Establish and refine tools and methodologies for data collection to ensure accurate and consistent measurement across various projects including surveys and polls.
  • Data Collection: Collect and/or supervise data collection processes to ensure reliable, high-quality data aligned with project goals.
  • Analysis and Evaluation: Lead data analysis efforts, regularly updating the project's log frame with target achievements and insights.

Learnings, Documentation and Storytelling:

  • Project Documentation: Ensure thorough documentation of project progress and outcomes for both internal and external stakeholders.
  • Reporting: Support reporting needs to both internal teams and external funders, ensuring compliance with documentation requirements.
  • Knowledge Sharing: Collaborate on the development of case studies, research briefs, and policy recommendations that synthesise campaign insights, helping to improve future projects and shape broader policy.
  • Confidently present and facilitate discussion of research and evaluation findings to clients, partners, stakeholders, and other non-technical audiences in a clear and well-structured manner; and able to engage in related and broader project context discussion and questions.
  • Ensure that our approaches to research, data analysis, and measurement & evaluation and storytelling centre diversity, equity, and inclusion while also meeting project needs.

 

Requirements

  • Strong understanding of Brazil's social, economic, and political context.
  • 5+ years of experience leading relevant work in research 
  • At least 3 years of experience in monitoring and evaluation
  • Ability to design and implement comprehensive research and monitoring and evaluation frameworks
  • Excellent written communication and presentation skills.
  • Exceptional critical thinking, logical reasoning, and analytical skills.
  • Background in qualitative and  quantitative research.
  • Organised, independent worker with strong collaboration skills.
  • Critical thinker with high integrity, a team-oriented approach, a hands-on attitude, and a strong problem-solving spirit.
  • Relevant experience in or deep understanding of climate change space is desirable.
  • Intermediate level of English - 
  • Strong project management skills to coordinate cross-functional teams and ensure timely delivery of insights.
